@TheBadBoyz49 in order to get into the room you MUST i mean MUST have the quest Another piece of the puzzle active not completed but active, you get this quest after you kill Taylor Kobb in Rust Commons East towards the end of the story. When you have the quest just walk up to the door and it will open. Yes it does work i have done it myself

The rider is not a modded weapon because I found it a long time ago I found one inside that chest that did electricity damage you can get the rider as many times as you want to you just go to exit on the menu then resume your game and then you can open the same chest again but you will have to fight the enemies again so that sucks:(
