It sounds very close to 'Memory Gongs' from the Budd/Cocteau collaboration 'Moon and the Melodies' from late '86. This piece and 'Memory Gongs' may have originally been one 14-minute long piece.
no..it aint the Cocteau Twins...it's pure Budd....from 1987 or thereabouts..loved it when i had it on cassette..love it just as much....upon rediscovery...
