no toilet water doesn't go to the ocean it is sent to a sewerage treatment plant for processing. Toxic water (water mixed with shit and many other chemicals like bleach and other cleaning products) is not simply dumped in the ocean.

Also glow sticks are low toxicity, you could drink a glow stick with a stomach ache at worst, toilet cleaner though does a lot more damage to living things
