Earmarks leave a trail that can be openly followed and understood. It's not a good thing, but it IS a bypass on a system that he would rather change around completely. If he could, he would rather not have our tax money to have to use earmarks to begin with.

Here's how it works - if nobody earmarks anything then the money is STILL spent by executive branch so he says, my district pays taxes so if others vote Yay then my district deserves too.
