I think Shuttle Loop is pushing Meta Knight against the Conveyor Belt, but the belt is pushing in the opposite direction. The constant opposing movements hold Meta Knight in place. Similar to how Giga Bowser is frozen in place by a bunch of flying coins.

I wouldn't call it a glitch, as much as an exploit. I mean, it's pretty much expected. It makes sense. The programming is consistent. And since you got caught flying downward for so long you got to go up to offset the downward flight.
