Every sport has adjusted itself. Boxing went from 50 round affairs, to 15-rounders to the current 12-rounder where a doctor can stop the fight. Motor racing tracks have become sanitised. Just the way it works. The NFL would be liable to huge court cases if they never valued player health.
Rugby is living proof that you can level a man with a solid, clean and techniquely sound tackle/hit. The thing with Football is that it has become so obsessed with the "Big Hit", that many guys can't tackle properly. The amount of poor tackling techniques and missed arm tackles is shocking. I know because I watch and play both. Dunta Robinsons hit is an example. It wasn't flagarant but the technique was horrible. He had his head inside the contact area, you'll never see a rugby player do that.
