They switch for the convenience of the moment as you have said.There are tagalog words (official Filipino language)better left said in English. And besides the medium of instruction in schools here are in english. And majority of the newspapers here are in English (i.e. American).In other words even an ordinary citizen here has at least some comprehension on English being spoken on TV (hence the commentators are not afraid to switch anytime he would like to) and/or can speak English very well.
I think that this fluid use of language might explain Phillipine players dominance in cue sports. The flexible and fluid intellect that is developed with this type of speach must help with the imaginative and creative demands of the sport.

The Philippines is formerly use Spanish as an second official language after more than 3 centuries of Spanish rule.... during and after the American rule in the Philippines, Spanish was change to English as second official language...

61 points to win the rack...once 61 points are scored that counts as like saying 1-0...and start a new rack all over again...
