Yes, it is water ballast, but it is not for safety at higher speeds. The water increases the gliders weight and wing loading that helps it penetrate into the wind and accelerate in between thermals. Think of two ping pong balls rolling down a slope. One filled with water and the other empty. The water filled one will accelerate far faster. The extra weight will be dumped in weak lift conditions or before landing to reduce weight on the gear.

@airsoftenforsers It's water ballast. They use it to increase the weight of the glider, allowing for safe flight at higher speeds. When its time to land, they dump it to reduce the weight on the landing gear.
