To get Lugia you go to whirl islands in HG its lvl70 and in SS its lvl50. Get it? They wouldnt change places for the two games, just levels. Common knowledge.

@UltraGamefan In both games, you get Ho-Oh at the Bell Tower in Eutreak City (if that's spelled right). Lugia is in Whirl Islands. The only difference is the levels the pokemon are when you get them.
