Yes, unfortunately for some people it is. But it depends on your context, the way you use it. For instance: If you say he was damned to hell because of his sins that means he was going to hell and there was no way out of it. Do you understand? I was not trying to be harsh, if I was forgive me. I am just a very opinionated person.
