It is hard to compare them because the level of policing varies within different countries. Police in Scotland are very good at stopping any violence during an Old Firm match. The best way to mention the top derbies would be to name the top one from each country. West Ham-Millwall in England, Celtic-Rangers in Scotland, Ajax-Feyenoord in Holland, Galatasaray-Fenerbahce in Turkey, CSKA-Spartak in Russia etc. etc...
