Yep, it's expensive. But choose:
- Keep the fuel, and TRY to land
- Dump the fuel, and save hundreds of lives.

They do it over water and I heard that if they dump high enough it dissipates before it hits the ground.

It is water, if it falls from 1000 ft (300m) it will be just raindrops or smaller..
