That's because it isn't. Frozen Penguin used a program called GSXCC that emulates the FM Synthesizer from the MSX computer system. Konami used this sound scheme in their games on the system and GSXCC was a program made GASHISOFT. Since then lots of people have been putting midis in it and uploading the result. I did a couple that sounded nice but I stopped using it because well it sounds boring.

Too many people are using the program now also.
