I have never used a PIC, but yes any micro with sufficient number of IO pins should work.
I am not sure how many IO pins PIC16F84a has. It is not one of those tiny PICs with 4 or so IO pins, or is it ?

Hello¡ Good job. The Natetrue's binary clock has fascinated me too, and i want to make one of these, but i don't have the microcontroller that Nate used. A PIC16F84a can work? thanks for your help.
