@MultiLyka21 Cirno is a character from the "Touhou" series of PC games. She has been declared an idiot by both the creator of Touhou and its fans. The 9 is a meme which comes from a screen shot of one game where ZUN (the creator), instead of labeling her as "opponent" labeled her as "moron". This song is a vocal arrangement of her theme from the 6th game.

@MultiLyka21 As I said, It's a meme. In the manual of the game "Phantasmagoria of Flower View", there was a screen shot showing the gameplay with various parts of the game numbered. In that screen shot, Cirno is there as the player's opponent. ZUN used the number 9 on her label so it appeared as "(9) Baka" (which means idiot, moron, fool, etc.) The adding up numbers to get 9 is a joke built on this meme adding to the "perfect math" concept of the song and video.
