They have removed the file from mediafire. Don't worry though because I hear that they have made the internet channel free on the wii shop channel now.

It did with me on 4.0 but then I updated my wii to 4.1 and it doesn't work anymore.

I have V 3.1 U and it is softmodded I also have homebrew .I done this step by step , and it does not work.

I think it does work for 4.0 but not 4.1. It's best not to update to 4.1
