The (belt) is just clear scotch tape and the circuit is a basic bridge rectifier circuit. It doesn't increase the voltage, it just converts the AC (alternating current) into DC (direct current). This conversion from AC to DC actually decreases voltage a little by traveling through the diodes. The diodes are Schottky diodes with a voltage drop of about .15 to .45 volts compared to a typical silicon diode with a VD of .6 to 1.7 volts.
