No. Ron Paul does not want to fiddle with the tax code. He wants to eliminate the income tax and replace it with nothing. If you can find video of him in the first debate, he gives a great response to this issue.
since only 1/3 of our fed income tax actually goes into govt spending, the way he covers it is through bringing our troops home and saving the trillion dollars a year on this stupid war.
Imagine employers not being penalized for paying their workers more than they already do. Such fringe benefits such as education subsidies and health care would be unnecessary, and the money placed on those things can be then paid directly to employees so they can do what they want to do with it. Save it, get health insurance, spend it on college, all your choice.
