It seems to be a large class. Perhaps breaking the court into two separate halves to facilitate 2 different games simultaneously would help to increase more active participation from the players? =)
If you have taught a progressive/interactive PE class then you know sometimes instructions take longer than 1 min. Quality over quantity. You don't move on to the activity just because the 1 min buzzer goes off.

it is well known that instructions in a PE class should be given in less than a minute.
