Wrong boat and plan worked. Just a decoy loaded with gas running back and forth so the boats with the goods have a greater chance. That's 1 for the bad boys! There are many decoys that do this and are very successful of doing its purpose. Evey 1 boat is caught 10 others make it. Just imagine the amounts of drugs that pure in the US if you can find it on every street. Its as easy to buy drugs as it is buying a pack of cigs.
