This is Dark Sonic, he only went into this form in Sonic X as far as i know.

He goes into this form when he loses control of his anger.

He becomes insanely powerful but at the same time loses himself in a way.

His rage overcomes him and he is as likely to attack his friends as anyone else.

That's why in the show, Eggman told him he needs to control his anger or he could hurt someone.
