The use of radar among Police to monitor speed was a big flaw from the get go. Alot of Troopers in the 90's got mouth cancer from holding the radar gun up on their shoulder against their jaw and stuff. Now a days, agencies use laser, which has it's flaws because it's usually a direct ray (so you don't detect the laser until you're extremely close, as opposed to radar where you detected it 1/4 of a mile or more away). All in all, I spot cops more than my laser detector does.
