It just struck me that a bike thief just rides his own bike up to the bike he wants to steal, parks his bike and then locks it up. Takes his bolt cutters out and cuts the cable, lock or whatever on the other bike then rides away on it. Later he comes back to get his own bike and no one is the wiser. Slick...but it'd be karma if when he came back his own bike had been stolen too.

The old guy caught the bike thief trying to steal his bike with a pair of boltcutters and stomped his rear wheel. Then he took his bolt cutters, then a witness told him to get his ass out of there. So the kid was walking around with bolt cutters, which the older guy with the basket is now taking.

Looks like the old guy saw the kid trying to cut his chain, kicked the kids bike so as the bend the wheel or frame, and then stole his bolt cutters.
