Well, the Miku one looks like it was made in Miku Miku Dance. I'm sure you could get the program somewhere around Google. As for Prussia, your best bet is probably frame by frame animation. It's possible to due it in an animation shop, but Flash would probably be best. I'm not entirely sure, but it also may be traced as well.

My least fvorite is a pocky I picked up in the beijing airport, can't read the label but the picture is some sort of tea and the cream is light brown.
