Of course, I don't speak a word of English myself, that's why I'm watching these videos, but I just couldn't help wondering whether when we stop someone in the street and say 'excuse me' is it a question or a polite imperative?
In the video there is a question mark after 'excuse me' so if it's not too much trouble, could someone be so kind as to tell me if it's right?

these is a wrong word saying by the speaker ,
the wrong word in 3:32 , the girl asked about louisburg square street , and speaker says ( he says ) ,,, so how is that ?
i think girls take she not he , am i right?

maybe the speaker tutor means that it's the man who 'confirmed' the information when she asked him that interrogative question.

umm depends how you use it..if somebody says something and you dont understand them, you can say:
"Excuse me?" which means "sorry, what did you say?"..but when asking a question, and you say "excuse me" before it, it's just being polite.
