Actually, he showed that he CAN use alchemy to separate hydrogen from oxygen in water and make powerful explosions with it, I just think he doesn't except in instances where he's indoors and the explosion can be contained, because if he detonated all the rain in the air during a rainstorm he'd probably cause huge amounts of collateral damage: imagine every single raindrop EXPLODING at once into flames!
