@cmanmanc : My understanding is that the Vienna Convention indeed provides blanket immunity, except in the case of grave crimes. However, the definition of "grave" is open to interpretation, and that's where local courts come in. In most cases, however, if the diplomat happens to be from a country that's powerful or able to arm-twist the local country, the diplomat is let off, no matter how serious the alleged crime.
