My brother! I bought The Wall the week it came out in Nov '79 and on hearing it, he decided to turn the vinyl backwards by hand to hear what the voice was saying.

The first public noting I know of was in March 1980 by New York DJ, Steve Becker. It was mentioned in the book: Pink Floyd. A visual documentary by Miles (2nd edition 1980).

I've never been convinced about "funny farm, Chalfont" Also, Waters says: "Hello Walter" (not Luka or hunters) right at the beginning.

No - you can hear it on the original record version as well, if you play it backwards at about 33 RPM right before Waters starts singing. That was the trend in the 70s - backward messages, inspired largely by the Beatles. If you've heard Empty Spaces forwards, you can hear that the beginning is pretty much unintelligible. Waters did it on purpose (or maybe Gilmour... I believe he co-wrote this song?)
