no if you look at the making of avatar featurette, they have different actors for every single Navi. Avatar is not animation where the actors did the voice overs and the animators created the movie for 2 years its a performance capture the actors had to run and jump and do all the actions the Navi did.. just type making of Avatar or something similar to that on youtube you will see that what Im saying is true ^^
