There needs to be job creation in those neighborhood. Remember in the 80's when republicans sent millions of jobs overseas and to Latin America creating a massive hole. The fact of the matter is in many places there simply isn't a real job to be had. Also AFDC requires people to work or show proof that your looking for a job. This woman is rich do to the fact that she used welfare to get back on her feet by writing books about how harmful welfare is.

@lucasboydjr Poor people buying stuff with money they got from the rich business owners is a non-nonsensical cycle. Those on welfare don't create any value with the work they're not doing. This leaves the responsibility for creating wealth on everyone who is not on welfare. And no, American businesses folk know you can't make money off someone with none, if they could employ those people instead of giving them money to buy stuff then profit would go up.
