The benefits go to employers who employ a cheap labour source which in turn puts downward pressure on all wages. The unemployment cost is not carried by employers but ordinary tax payers. And it is the PROPORTIONS of unemployed which is relevant. Not the mere numbers. Of course in a European country most unemployed will be white.
