The police officer showed admirable restraint (pepper spray is very low on the force spectrum), the police officer tried grappling the suspect before moving to hard tactics (I.E. punching, kicking,headbutting) before moving to a choke. The police generally have to have proof before arresting someone for vandalizing a car, and the man was CLEARLY taking damage that should have downed him.
