@darthgoku135 Think that's because in Mask of Phantasm, Batman was just getting started on his own 'before Robin'. And even though the earlier part of the series had Batman Solo. It seems when Robin re-appeared it's as if he was visiting from collage, so by then Batman had already Raised Robin or work together at some point for the existance of the passenger seat.

@Naruku2121 Mask of the Phantasm takes place around the same time as the series, except of course for the flashback sequences that take place 10 years before, when Bruce first became Batman. This particular scene does take place in the present time of the film. Robin just simply wasn't featured in this film, probably because the writers wanted to focus more on Batman.
