If you've seen City Hall you'd know that this speech isn't sincere. It's a political speech, meant to win support. Ultimately the mayor isn't willing or able to carry through his promises. That's why Pacino delivers it in a way that isn't totally convincing. It's a superb bit of acting.

Why is it that since "Scent of a Woman" in almost every Pacino film there has to be this special, crucial part of the movie where Pacino gives his authoritative/motivational speech (City Hall, Devil's Advocate, Every Given Sunday to name the few). The guy became a joke. Every impersonator has his "favorite Pacino impression" precisely for this reason. I so much more liked the simple lines such as "Attica! Attica!" or "Say hello to my little friend" than these obligatory speeches.
