It doesn't have an explosive tip, what an AT-4 is, a propelled piece of hot metal meant to cut through armor and neutralize the personnel inside. Using AT-4 in this case would either be used to cut through the thick brush.. or to intimidate and/or flush out the enemy from their hiding spot.
