@aldo6666 I'm not sure what you mean, because he doesn't change the meter. Flamenco tremolo is different from classical in that it is played in quintuplets(piami) rather than the standard 32nds(pami). Downbeats don't change.
Don't forget N Yepes, he is also known for being a fine tremolo player and performs this piece beautifully..but don't get me wrong, I'm not saying that there is anything wrong with Segovia's playing.

My favorite performer of this is Pepe Romero. His tremolo is perfectly even throughout. Segovia's feeling is unparalleled though.

Romero's tremolo is flamenco style (4 beats) rather than classical (3 beats) so it sounds somewhat more uniform when played slowly..

Without doubt the best. Henderson also phenomenal. What I don't understand is why is Bream so good? I am saying that he is, but why?

Is it really Segovia ?? The tremolo is not so well, the 3rd of the 3 tremolos cant be heard so clearly. Disappointing for Segovia.
