It was made by Eetu from Maturefurk, and he used Houdini to make it. If you follow the pouet-link in the comment-field, you can download the official video of this and in it is the houdini-files about the sphere for you to investigate.

I did that part so I can answer to this.
Yes, Changing bullet's shape is made by morphing the model.
I just displacement brushed the face and rest of the blend shapes at the same base mesh than the bullet.
