its a guess. but jun pyo went ahead with the ceremony because he didnt know whether jae gyeong has aceeded to his request of annuling their marriage plus he still has the employees of the Shin Hwa grp to look after. He probably left the decision to jae gyeong plus his mom would have done everything she could to force jun pyo to go ahead with the wedding anyway but she cant possibly force Jae Gyeong. jandi wasnt there most probably because F3 had brought her onto the yatch already.
