There has to be a way to put into law that shelters can get access to that food without holding the grocers liable in case someone gets sick.

Food that is bad due to recalls should be placed in red "biohazard" bags and or sealed containers and not placed into dumpsters. This measure will keep people and animals safe from spreading the germ.
