@countyourcups running into a player isn't the only way to recognize charging. Rules say that it's charging also when you jump into a player, or when you "charge" him. Obviously the last one is subjective. But you could even say he jumped into him, just watch how he straightened his legs just before the hit. That's a jumping motion. This could have earned at least a minor, in fact you can't say it didn't, you only see linesmen on the vid, not the referee.
