It is called 'Retiring' a number. You have to have a legendary status in order to retire your jersey number. This only concerns the NBA, it has nothing to do with high school.

When you retire a jersey, that number is only retired for the team you played for. So in Mj's case, no one else is allowed to wear 23 on Chicago Bulls.

LeBron can wear 23 all he likes, he plays for a different team.

Yeah, I agree. Paul's the best PG in the game right now. His efficiency is ridiculous (30+). The dude is putting up 20+, 11+ dimes, close to 3 steals, 50% shooting, 40% from 3 point range, damn near 90 from FT, and uh 5 boards (he's a damn guard). He's ridiculous. Nash has MVP's, but Paul's putting up Isiah Thomas numbers in a half court offense. Nash's number was nice, but a bit bloated because of the run n gun style.
