You can only send a direct message and see people listed if THEY are following you. You should see all the people who are listed in your Follow list.

You cannot send them a DIRECT message unless they are following you as well, but you can send them an @ reply which will show up in their MENTION stream- so they should get it. (just add @theirtwittername

@maggieverster what du mean by mention stream.as a test i had my friend do the thing where u use the @n username to me but i cnt c it on my profile pg only on my friends pg.is there a way to know if ur mentioned without looking at my friends pg thanks

You can only send them a message if they are ALSO following you. This is to stop spamming...

You then just do....

d theirusername and your message
