I have always lived in Antwerp. As someone said this is French, with a few words of Dutch. I speak Dutch, Flemish and French. Eddy Merckx was indeed a great cyclist, but as an amateur he tells this story well.
It's not a mix of Flemish and French, but of Brabantian (Brusseleir) and French. This is French Brusseleir, which is not the same as Brusseleir. You also have Brusseleir that is only Brabantian with a few French loanwords.
People call it Flemish mainly as a result of some 19th century romanticism. Linguistically Flemish is only spoken in Western and Eastern Flanders. It's not Flemish I tell you.

Wow, the man of few words and awesome actions has trained himself to become verbal since retiring and being on telly. The audience are clearly delighted to hear him speak. He has a nice speaking voice. They actually go to standup at the end to thank him for this rare verbal burst.
