Okay there is a line between getting your revenge and being plain mean.

Egging her, teasing her publicly, calling her a thief (trust me, my friend did that to me in public and I GRANTEE it's a hell of a lot worse) and flirting with the guy she obviously likes it's being mean. Especially after she lost the bet and HyeMi still apologized and wanted nothing from her! I've been told off in public as well but I would never go as far as to try to KILL that person. Or even steal her friends.

Hyemi is really warm and sweet in the inside, rude attitude is just on the outside, somehow she just feels like hiding her true heart by acting rude to people. Baekhee is the one who changes, she does everything just to destroy her friend. Hyemi might be hating on Baekhee but she never had thoughts of destroy or kill her.
