definitely not enough ultraviolet light coming from them to make a difference over the course of a few seconds, or even minutes. not enough power...the coils are no more than a few kW total (to say nothing of density, once radiated), and the radiated light is distributed (ideally) over a finite cylinder. sunlight is roughly 1kW/m^2, and even then, only part of that intensity is carried within the ultraviolet range (i believe green is the most intense spectral component of sunlight).
