It looks like a rebadged galaxy. the grounded cord thing may be a factory upgrade for commercial models ment for schools like all the tape recorders and record players had them also
One thing I forgot to mention, I remember seeing these and GE fans for sale at Newman's Appliance in Santa Monica during the 80's. They weren't cheap, in the neighborhood of $75.

I remember Daytons as well from high school. Desk fans like this were used in the offices, some classrooms had the big P-23 type boxfans.
