Yeah that's a vestax 07pro, they can talk a reasonable battering but to be honest the vestax scratch mixers are a bit dated now.
For under 250 I'd say take a look at the Stanton SA-5 other than that the only other serious options are the vestax 05 (mk3 has an FX loop which is a good addition), there's also the 05sl which has a sampler which could be fun. The vestax 06 is proper minimalist but cheap if you want to save some pennies. Best thing to do is check out skratchworx dot com
