all phones have to be able to make "emergency calls only" to be E911 compliant. Whether u have a drunk or a child with a cell phone in hand they will call 911 ESPECIALLY on the new iphone 4s it comes like that where it defaults to emergency call ready. 911 operators have to be able to laugh at drunks or they couldnt survive the type of job they do but this guy tried to drink & activate his phone.. get a good sales person instead of doing it yourself
