yeah you need a base or primer. I use urban decay primer portion and it works great. also try packing on the color more to intense it.

If your referring to where she has the checker some what look in black...use a fish net stocking and simply apply the color over the stocking. you can also use any lace fabric for different designs. Very easy to do. If your looking for a tutorial on fish net stockings uses...I recomend you check out monroemisfitmakeup. She has a video called dotted blush tutorial. Hope that was helpful.
