I found one company have printer could printing on candles, it is so interesting.You could get their name when you search Qingdao Unique on google.

Could you use a normal hair dryer if you/I don't own a heat torch like yours?

I am not sure if a hair dryer will work or not .. try it and let us know :) I know the heat tool gets really really hot which helps in melting the tissue paper into the candle

Before I had a heat gun I used a dryer for embossing too, yes it works... :)

If you were to burn this candle, could you burn it to the tissue paper? Would the tissue paper be affected by the flame?

I use dollar store candles and they burn kinda funny Unlike the more expensive ones ( ya know ?) they burn more in the center of the candle and don't seem to burn around the edges so much . I haven't had an issues with the ones I have made previously. But of course all candles are not made the same so I would recommend not burning un supervised Just in case the tissue paper reacts to the burning :)
